About Us

The ’70s represented for cynology the years of standardization, homologation and cataloging of different breeds.

Since the 1980s, the emphasis has been on training dogs in various specialties and subspecialties. During 1984 -1986, at the request of MAPN / Civil Defense and Mountain Rescue Romania it was reached,  in a framework organized and recognized by the state, the forming  of the first civilian teams in Romania, Craiova with dogs trained for rubble and avalanche dogs.

In March 1984, in Craiova, the first rescue dog ALA formation was officially recognized in Romania, consisting of four German shepherds with 4 handlers, all from Craiova.

Due to the natural dezasters and calamities all over the world, in the 90’s the emphasis was the kinotechnical aspect of realizing a canine care specialty not to support a single person but the civil societies.

In 1994 – the Center from Craiova has implemented in Romania the bases of the „RESCUE DOG” (dog to search and save any survivor from the rubble and flood, from avalanches and water) after International regulation of search and rescue dogs such as IRO and FCI and international emergency norms.

Since 1996 – the Association becomes Centrul de Educare Canina România (CdECRo) – with the role of Pilot Training Center for rescue dogs and volunteers in case of emergency.

It is a non-profit, non-governmental association, in the interest of community services, following the regulation of AChR – Romanian Kennel Club – member of the FCI and IRO.

Since 1996 – CdECRo was invited to take part in real search and rescue emergency activities both national and international, alongside of other partners such as Civil Protection, ANSMR, ASVSU etc.

Since 2000 – it is a member and representative of Romania at  IRO (International Organization of Rescue Dogs).

In 2008  – Centrul de Educare Canina România (CdECRo) becomes Centrul National de Educare Canina – CNEC.

In 2015 –  CNEC becomes a member of AChR, and therefore of FCI

Today CNEC is a member, partner or collaborator of many search and rescue, medical or educational national and international organizations.

 Nationally

During 1996 – 2020, CNEC members have been invited in over 200 demos and search and rescue exercises nationally and internationally such as: ”Govora 1996”, ”Govora 2000”, ”Oltenia 99”, ”Bucur 99”, ”Dunărea 2000 ” at Turnu Măgurele. ”Doljchim 2002,  2005,  2007”,   ”Elpreco 2000, 2009, 2014, 2018”, Public Awareness exercises such as  ”Bucur 2001” , ”Axiopolis” , ”Arpechim 2002”, ”Bucur 2002” , International NATO Exercise – Brasov 2002, Red Cross 2003, Red 2012, ”DAEWOO 2003”, ”World Trade Center Bucharest” – in 2003 and 2004, ”Oltenia 2003”,  Oltenia- Craiova – 2004 – 2014, ”M-D-M  2004 – 2020”, ”Elpreco”, ”Doljchim”  ” Filantropia” 2014 – 2019 , etc.

In dog competitions we obtained:

IPO-R and IPO-RM National Champions in 2005 – 2007 and 2009 – 2020

IPO-R National ACHR Champion , in 2011 – 2015 and  2016 – 2020

Winners of the „Mont-Delt-Mar” Cup: 2004-2006, 2010 – 2014, 2018 – 2020

2010 – 2020, the national IPO-R team is made up of 90% of CNEC members.

Participated in several real search and rescue of missing persons, Romanian and foreign, from the Parang and Bucegi mountains, as well as in other areas in Hunedoara, Dolj, Tulcea, Constanța, Gorj and Olt counties.

Participated in real search and rescue actions in case of the floods of summer 2005 and spring of 2006 in Moldavia and Oltenia.

It was the first in Romania to officially present dog training with the Romanian Sheppard  in front of FCI Comission led by Jean Maurice Paschould

During 1994 – 2020 CNEC has organized and took part in over 150 trainings and workshops and webinars and online courses of search and rescue, ethology, psychology, animal assisted therapy.

Since the forming until this day CNEC has participated in multiple dog shows both national and international organized under AChR and FCI.

Canine exemplars members of CNEC have earned many important titles such as CACJ, CAC, CACV, CACIB, RCACIB, BF, BM, Junior Romania Champion, Romanian Champion, Romanian Champion cum Laude.

In 2016 CNEC receives „AChR Gold Medal” from the Romanian Kennel Club for its international activity and performance.

In 2001 following the International Evaluation of FEMA/USA Liviu Ionescu and the search and rescue team got the approval to participate in international real actions.

CNEC is nominated twice at the IRO World Symposium in Prague, 2003 and at the IRO and FCI meeting „IRO 1993–2003” for its search and rescue activity.

At the international event  „Îmblânzirea Dragonului”, Liviu Ionescu as the National Team Leader obtained the „Diploma of Special Merits”, and his dog, Ava was recognizedINSARAG search and rescue dog.

The performances of the search and rescue dogs trained in Craiova were boradcasted live on CNN and RAI UNO presented Liviu Ionescu and CNEC as „the ambasador of romanian working dogs” in one of their stories.

During 1996 – 2020 CNEC successfully represented Romania at multiple EARDC and UN events but also at international exams and competitions organized by IRO and FCI.

Since 2008 CNEC is a part of International IRO Testing Events

In 2008, CNEC delegation took part at the IRO WCH in Croatia as support and consultant.

In 2014, a 2 person CNEC delegation was invited by IRO to take part at the IRO WCH Czech Republic as support and consultant.

Thus, CNEC – Centrul National de Educare Canina – is the upmost Romanian working dogs organization

Since 2014, president of CNEC, Liviu Ionescu represents Romania at the FCI Rescue Dogs Commission

Since 2018, Liviu Ionescu is elected FCI Rescue Dogs Commission Vice-president and re-elected in 2020, him being the only Romanian ever in the FCI Rescue Dogs Commission.

Educational Activities

From 2002 until this day CNEC took part in multiple educational projects with and for children and persons with disabilities alongside other organizations and schooling institutions, such as: World Vision International, St. Mina and  St. Vasile , Gradinita nr 45, ARTI, Romanian British School, Romanian Finnish School, Red Cross.

Alongside with FRPCA (Romanian Federation for Animal Protection and Control) CNEC organized a rehabilitation and integration of stray dogs into families.
